The ministry of science and technology has issued a statement on the content of"opinions on deepening the reform of project evaluation,talent evaluation and institutional evaluation",saying that papers,foreign languages,patents and computer skills should not be regarded as restrictive conditions for the professional title evaluation of application-oriented talents and first-line grassroots talents.We will implement reform measures to delegate the power of professional title review to lower levels,and support eligible institutions of higher learning,scientific research institutes,hospitals,large enterprises and other institutions in conducting professional title review on their own.It is not simple to determine the salary and treatment by academic title and talent title and allocate academic resources.
